Abstract: Francis ("Frank") Raymond Milenski (1913-1998) was a farmer and irrigator in Colorado's Arkansas River Valley. He served on the Colorado Water Conservation Board from 1959 to 1966 and was on the board of directors of both the Southeastern Colorado Water Conservancy District and the Catlin Canal Company for several decades. The collection includes documents related to Milenski's involvement in these organizations. Also included are documents pertaining to court cases, water law, agricultural and urban water supply in the Arkansas River Valley and southeastern Colorado, books authored by Milenski, and Milenski's personal life and writings. Prominent material types include court documents, memoranda, government publications, contracts, water studies and data, meeting notes, poetry, book drafts, and photographs.

Francis ("Frank") Raymond Milenski (1913-1998) was a farmer and irrigator in Colorado's Arkansas River Valley. He spent much of his professional life serving on the boards of several water agencies, with his longest term being with the Catlin Canal Company from 1950 through 1998. He was a charter member of the Southeastern Colorado Water Conservancy District, where he served on the Board of Directors from May 13, 1958, through November 16, 1998. He also served on the Colorado Water Conservation Board from 1959 to 1966. He was called as an expert witness during the Kansas v. Colorado Supreme Court case. He authored two books about the Arkansas River Valley, Water: Answer to a Desert's Prayer (1990) and In Quest of Water: A History of the Southeastern Colorado Water Conservancy District and the Fryingpan-Arkansas Project (1993), and also had a collection of his poetry and written musings published as Frank's Ditties (1995).
Milenski's achievements were widely recognized. He was given the 1975 Four States Irrigation Council Headgate Award. In 1993, he received the Wayne N. Aspinall "Water Leader of the Year" Award from the Colorado Water Congress. Part of his legacy is the Ed Boresen, W.D. Farr, John R. Fetcher, Frank Milenski and Bart Woodward Scholarship for an active member of the agricultural community presented annually by the Colorado Water Law Seminar.
Milenski was born on November 8, 1913, in Otero County, Colorado, to Victor Casper Milenski and Bridget O'Mara. The youngest of the couple's six children, he grew up on his family's farm with brothers John William (1903-1976), Ignatius Daniel (1910-1964), and Victor Edward (1912-2007). Brothers Edward (1901-1901) and Joseph (1906-1919) passed away before or early in Frank's childhood. He married Eleanor Zumbrunnen (1912-2010), also of Otero County, in 1935. Their children are Joe Milenski, Frances Burr, Bridget Crisp, and Bill Milenski. Milenski passed away at age 85 on November 16, 1998.
The Papers of Frank Milenski consists of documents dated 1890 to 2003, with the bulk falling from 1970 to 1998. Documents dated after Frank's death in 1998 were most likely added by his son Bill Milenski. The collection has documents related to Milenski's involvement in the Southeastern Colorado Water Conservancy District, the Catlin Canal Company, and the Colorado Water Conservation Board, including budget information, minutes, memoranda, and reports. Also included are documents pertaining to court cases, water law, agricultural and urban water supply in the Arkansas River Valley and southeastern Colorado, books authored by Milenski, and Milenski's personal life and writings. Court-related documents are primarily from Colorado Water District 2, the Colorado Supreme Court, and the Kansas v. Colorado case in the U.S. Supreme Court. Prominent material types include court documents, memoranda, government publications, contracts, water studies and data, meeting notes, poetry, book drafts, and photographs.

Acquisition

The Papers of Frank Milenski was donated to the Water Resources Archive by the Lower Arkansas Valley Water Conservancy District in March 2012.

Processing

The collection arrived in nine filing cabinets and ten boxes. Items in the filing cabinets were in good order according to Milenski's original filing scheme. The organization within each drawer was retained; however, drawers were rearranged as necessary to form series. Items from the ten boxes were integrated into the series. The materials were transferred to archival boxes, and some materials were rehoused in acid-free folders. Excess duplicates, paper clips, and other rusty metal fasteners were discarded. Photographic materials were housed in archival sleeves. Many bound government publications, files pertaining solely to Bill Milenski's business interest, and a set of bookends were removed. Some materials pertaining to Kansas v. Colorado, also existing in the Archive's Papers of Arthur L. Littleworth, were removed from this collection. The Colorado Attorney General's Office determined that some Kansas v. Colorado documents were privileged and confidential; those materials were removed and turned over to the Attorney General.

Series 1: Indexes, undated (0.5 linear feet)

This series is comprised of the two original inventories (called "indexes" by their creator) of Milenski's papers. This collection arrived in nine filing cabinets labeled alphabetically A through I, each with four drawers. The first inventory is a fairly comprehensive documentation of the nine filing cabinets, while the second only includes an index of court cases which are Subseries 2.1 in this collection. These inventories often provide item-level detail of folder contents. While the drawers were rearranged during processing, the original order within each drawer was retained where possible. The inventories in this series are organized according to original cabinet and drawer location. The original cabinet and drawer information of most materials is also noted in the present guide.

Series 2: Legal materials, 1892-2002 and undated (27 linear feet)

This series, the collection's largest, contains materials Milenski collected throughout his involvement in southeastern Colorado's water community. It is organized into seven subseries, with the first one covering nearly three decades of district- and state-level water court cases pertaining to southeastern Colorado. The second subseries contains documentation about the Kansas v. Colorado U.S. Supreme Court case. The remaining subseries include materials related to municipal regulations, water decrees, state and local laws, government agencies, and general water rules and regulations. Subseries 2.1 and 2.6 are significantly larger than the others.

Subseries 2.1: Court cases. 1892-2002 and undated.
This large subseries primarily consists of documents related to court cases that date from 1942 through 1998, with the bulk of the cases taking place between 1970 and 1998. Most of the cases are from Division 2 of Colorado's Water Court system, which oversees the Arkansas River Basin. Materials from some civil action, county, Colorado Supreme Court, and U.S. Supreme Court cases are also present. Materials in this subseries were in Cabinet A, Drawers 1-4, and Cabinet G, Drawers 1-2 of Milenski's filing system. Most of the folder titles in this subseries are case numbers. Researchers should consult the inventories in Series 1 for more specific descriptions of folder contents. Files are in rough chronological order as found in the original filing system. Most materials in this subseries are court documents and rulings, with some associated memoranda and publications.

This subseries consists of documents created by or about local, state, and federal agencies and organizations. State and local groups represented include the Southeastern Colorado Water Conservancy District, the Colorado State Engineer, the Colorado Water Congress, and the Colorado Water Conservation Board. Federal agencies include the Bureau of Reclamation and the U.S. Geological Survey. Material types include reports and studies, meeting notes, organizational financial statements, long-term plans, and project information. This subseries is a compilation of Cabinet B, Drawers 2-4, Cabinet E, Drawer 3, and Cabinet F, Drawers 2-3 in Milenski's filing system. Researchers should consult the inventories in Series 1 for more specific descriptions of folder contents. The original order within each drawer of this subseries was retained, and state and local organizations arranged generally before federal agencies. The miscellaneous agencies section organized between the Colorado Water Congress and the State Engineer sections was found at the back of Cabinet B, Drawer 2, and was left in its original context.

This series contains materials collected or created by Milenski that focus primarily on water storage and delivery systems in southeastern Colorado. The series is organized into four subseries according to Milenski's filing system. The first two subseries contain materials related to the Arkansas River Basin and the Colorado River Basin. The third subseries has information about other river basins in the western United States, as well as documents from ten different Four States Irrigation Council meetings. The fourth subseries consists of materials about canals and reservoirs in southeastern Colorado, including the Catlin, Colorado, Ft. Lyon, and High Line canals, as well as John Martin, Pueblo, and Pisgah reservoirs. The first subseries is the largest.

This subseries was compiled from oversize items in Cabinet H, Drawer 4 and the contents of binders of water data that were not part of Milenski's filing system. The oversize items are large printouts of water use and diversion records for the Catlin Canal and Pisgah Reservoir. The other materials are primarily data sets from the Catlin, Fort Lyon, and High Line canals, as well as from other area water systems. Most of these data date from when Milenski served on associated boards or was directly concerned with canal and reservoir management. This small subseries is arranged for ease of storage.

This series is comprised of items written by Milenski along with a set of subject files he stored in drawers labeled "miscellaneous." The series is organized into three subseries. The first subseries includes Milenski's poetry, musings, and information about agriculture and water tours he helped lead in the Arkansas Valley. The second contains book drafts and research materials. The book drafts are included in this series because, while the subject of southeastern Colorado water was Milenski's area of professional expertise, these published works were undertaken outside the scope of his employment. The third subseries contains the miscellaneous files including newspapers, magazines, and folders of information about agriculture, California, and Texas.

The bulk of this subseries is materials written by Milenski throughout his adult life, though a few pieces were written to or collected by him. Prominent in this subseries are Milenski's poetry and musings; a few pieces of correspondence and brief histories of southeastern Colorado are also present. Most of this subseries was in Cabinet C, Drawer 4 of Milenski's filing system, and that original order was maintained. Researchers should consult the inventories in Series 1 for more specific descriptions of folder contents. The last thirteen folders in the subseries were not in the original drawer and were added during processing.
