Abstract: Everett Richardson (1924-2013), a graduate of Colorado State University, was an emeritus professor of civil engineering at CSU. He worked for the U.S. Geological Survey as a hydraulic engineer and associate director of research for nineteen years. He joined the CSU engineering faculty in 1968. His research interests include river mechanics, hydraulic modeling, alluvial channel flow, sedimentation, and bridge safety. Over the course of his career, he developed and taught several courses on scour for the Federal Highway Administration. He was instrumental in organizing the Consortium for International Development and consulted in a number of countries including Egypt, Pakistan, and Venezuela. The collection consists mainly of international and domestic project files. Slides, photographs, CDs, and publications are also present.

For over 60 years, Everett Vern "Ev" Richardson worked as an internationally recognized engineer with expertise in river mechanics, bridge scour, hydraulic modeling, alluvial channel flow, and sedimentation. Richardson's work as a professor of civil engineering at Colorado State University (CSU) and his involvement with international projects contributed to CSU's reputation for engineering research excellence and garnered Richardson numerous awards.
Everett Richardson was born January 5, 1924, in Scottsbluff, Nebraska. He lived and worked on the family farm until he joined the Army in 1943. He served in the ASTP and 44th Infantry Division, 7th Army in France, and was wounded in 1945. In 1949, he graduated from Colorado A & M (now CSU) with a B.S. in civil engineering. He then began a 19-year career with the United States Geological Survey (USGS) as a hydraulic engineer and associate director of research. From 1954 to 1956 he worked for the USGS water quality program in Iowa before returning to Fort Collins to earn his M.S. in civil engineering from CSU in 1960 and his Ph.D. in 1965.
In 1968, Richardson joined CSU's engineering department, where he worked as a professor for 20 years. From 1968 to 1983 he administered CSU's Engineering Research Center (ERC) under the direction of fellow professor of engineering Daryl Simons. Richardson became the director of the CSU hydraulics laboratory and the professor in charge of the hydraulics program in 1984. He held both positions until his retirement from teaching in 1988. In 1994 he was appointed professor emeritus of civil and environmental engineering.
During his tenure at CSU, Richardson worked on several large, collaborative water management projects searching for solutions to agricultural problems around the world. Beginning in 1968, Richardson conducted field work for the Venezuelan International Meteorological and Hydrological Project (VIMHEX), an Army contract studying the interaction of meteorology and hydrology. In 1969, he took over the West Pakistan On-Farm Water Management Project (OFWM) from Maurice Albertson. For Richardson, OFWM marked the beginning of over a decade of involvement in projects funded by the U.S. Agency for International Development (USAID), and in 1973, he joined Albertson and others in the Consortium for International Development (CID), a group of universities, including Texas Tech, and the Universities of Arizona, Utah, and California at Riverside, that coordinated USAID projects. Richardson lead irrigation projects in Egypt beginning in 1975, including the Egyptian Water Use and Management Project (EWUP). He also worked on water projects in Bangladesh.
Richardson consulted for government and private organizations throughout the United States, too. Since 1969 he has been a senior associate at the Fort Collins engineering firm, Ayres & Associates. Organizations, such as the Federal Highway Administration (FHWA) and the Central Nebraska Public Power and Irrigation District (CNPPID), have solicited his services to develop educational courses, conduct research, and provide legal testimony.
Richardson authored or co-authored over 100 books, articles, and papers. He was a professional engineer (P.E.) with the state of Colorado and a member of the American Society for Civil Engineers (ASCE), Colorado Water Congress (CWC), Sigma Xi, Chi Epsilon, and Gamma Sigma Delta. His awards include the 1961 ASCE JC Stevens Award and 1996 Hans Albert Einstein Award, as well as the 2008 CSU Alumni Association's 50-Year Club Award. Richardson was a Fellow of the ASCE and has earned the American Association of Water Resources Engineers' (AAWRE) title, Honorary Diplomate, Water Resources Engineer (Hon.D.WRE).
Everett Richardson married Billie Kleckner on June 23, 1948. They had three children Gail (Frick), Thomas E., and Jerry R. Everett Richardson died on August 6, 2013.
The Papers of Everett V. Richardson consists of documents dated 1892 to 2013, with the bulk falling from 1963 to 2000. Materials from Richardson's research and international and domestic consulting work involving irrigation, river hydraulics, and bridge scour dominate the collection. The documentation of Richardson's career with the USGS, Federal Highway Administration, and Colorado State University is extensive but not comprehensive. Very little material associated with courses he taught as part of CSU's engineering faculty is present; there are no student files. However, teaching materials for several short courses on mitigating bridge scour for the Federal Highway Administration make up the largest part of this collection. The collection also holds a significant portion--though not all--of Richardson's publications and writings. Personal files related to Richardson's interests and family are minimal and can be found in Series 7, Subseries 3.1, and Subseries 5.1. Material types include notes and data, correspondence, reports, legal testimony, publications, maps, slides, photographs, audiotapes, floppy disks, and CDs. Researchers should take note of the multi-media project files in Subseries 5.1, which contain overviews by Richardson as well as reference materials, photographs, slides, and CDs and are especially useful for those seeking narrative explanations for Richardson's biography and USAID-sponsored trips abroad.
Some portions of the collections had an inherent arrangement that was retained; other portions were arranged for the ease of research use.

Acquisition

The Papers of Everett V. Richardson was donated in nine different accessions by Dr. Richardson between 2009 and 2013.

Processing

Processing was completed in December 2012. Two boxes of USGS reports were removed before processing began. More than a dozen boxes of publications were returned to the donor because the publications were not by Richardson or because they were easily accessible elsewhere. Most drafts of publications by Richardson and others were also returned to the donor. Materials were re-housed in acid-free boxes and folders. Minor spelling errors were corrected for research convenience. Early accessions required significant reorganization. Documents were removed from plastic sleeves and binders, and newspaper clippings were interleaved with acid-free paper. Some metal fasteners were removed, as were rubber bands. Duplicates beyond two copies were removed. Overheads used for Federal Highway Administration short courses, "Highways in the River Environment" (HIRE) and "Stream Stability and Scour at Highway Bridges," (SS and S) for which there were duplicate images in print materials or digital files were also removed and returned to the donor. Class rosters from short courses showing grades and social security numbers were also removed and returned to the donor. Social security and tax identification numbers were redacted from administrative files related to Richardson's travel to teach short courses, and pages with substantial amounts of personal information were removed. Photographs, negatives, and slides found with papers were relocated to their own series. All slides and loose photographs were sleeved and stored in photo album boxes. Any floppy disks or CDs found interfiled with papers were relocated and stored together; duplicate and corrupt disks were returned to the donor. Digital files were backed up on a server. Four boxes of material primarily from USAID projects in Egypt were added in April 2013. Most items were added to Subseries 1.1, but additions were made to Subseries 1.4, 3.1, 4.1, 4.2, 5.1, 5.2, 5.3, and 5.4. Materials related to Richardson's military service and to professional contacts were processed in November 2013. Correspondence, reports, and visual materials were added to Subseries 1.4, 4.1, 5.1, 5.2, and Series 7.

Richardson worked extensively with fellow CSU engineering faculty, Albertson and Simons, and Director of the Office of International Programs, Meiman, administering CSU's Engineering Research Center and USAID-funded international engineering projects. Series 1: Consulting work, 1892-2013 and undated (21.75 linear feet)

This series documents domestic and international research by Richardson to develop irrigation infrastructure and improve the management of sedimentation and prevention of scour in river beds, behind dams, and under bridges. Richardson provided research and consulting services for these projects but not legal testimony (with the exception of the Schoharie Creek bridge failure files found in Subseries 1.3); Richardson's legal consulting files are in Series 2. Materials include publications, reports, correspondence, proposals and contracts, research data, and reference materials. The series is divided into four subseries: USAID projects, other projects, Federal Highway Administration projects, and professional contacts. The third is by far the largest of the four.

Subseries 1.1: USAID projects. 1892-2013 and undated.
This subseries contains Richardson's files related to work on international development projects in Asia, Africa, and South America, through Colorado State University contracts with the United States Agency for International Development (USAID). Materials in this subseries include reference publications, research reports and articles, proposals and contracts, meeting minutes, and correspondence associated with international aid and development in Pakistan, Venezuela, Brazil, Swaziland, and Egypt. Richardson's involvement with Pakistan began in 1969 when he was invited to West Pakistan to determine what could be done to improve water storage and diminish sedimentation behind Tarbela Dam. The USAID-financed CSU On-Farm Water Management Project funded the trip. A thorough account of the trip can be found in Subseries 5.1. Beginning in 1968, Richardson also consulted for the Venezuela International Meteorological and Hydrological Experiment (VIMHEX). A failed attempt to extend the International Meteorological and Hydrological Experiment to Brazil is occasionally mentioned in the Venezuela materials, but it is covered more thoroughly in Subseries 5.1. In early 1985, Richardson was asked to conduct an appraisal of Swaziland's irrigation potential and to advise USAID/Swaziland what emphasis should be placed on irrigation as part of a larger agricultural production and marketing project. The category "MOU [Memoranda of Understanding and ERC research in the San Luis Valley]" not only includes annual reports and work plans related to international projects, but also contains administrative records and research conducted by CSU's Engineering Research Center (ERC) in Colorado's San Luis Valley (SLV) beginning in 1984. Multiple agencies funded the SLV, including USAID, which was intended to provide a domestic laboratory that addressed similar problems and solutions to those encountered by CSU faculty working on international farming and irrigation projects. The remainder of this subseries relates to Richardson's leadership of several irrigation and water use improvement projects in Egypt from the 1970s to the 1990s, including an On-Farm Water Management Project modeled on CSU's earlier Pakistan project. These projects sought to improve irrigation in Egypt and focused heavily on the Nile River and High Aswan Dam. Materials in the subseries are arranged by project and appear in rough chronological order by project start date. Documents on Egypt are further organized into reference materials, reports, and administrative materials.

Subseries 1.3: Federal Highway Administration projects. 1954-2010 and undated.
This subseries contains materials related to Richardson's long career consulting for the Federal Highway Administration (FHWA, in Richardson's notes). Numerous documents are devoted to two courses on river hydraulics and bridge scour that Richardson developed and taught for the FHWA: "Highways in the River Environment, Hydraulic and Environmental Considerations" (HIRE) and "Stream Stability and Scour at Highway Bridges" (SS and S). Research and data collected on bridge scour and from several notable bridge failures in the 1980s and 1990s that Richardson investigated for the National Transportation Safety Board (NTSB) provide most of the short courses' content. Files were arranged into individual projects by Richardson, though subject matter, data, and published materials overlap significantly between projects. Materials include publications, reports, meeting minutes, correspondence, teaching materials, and notes, as well as materials from the NTSB hearing about the 1987 Schoharie Creek bridge failure. Series 2: Legal consulting, 1904-2005 and undated (6.25 linear feet)

Materials in this series were compiled by Richardson during three decades of consulting for numerous legal cases involving natural disasters and land and water use. The series contains notes, reports, testimony, and correspondence relating to Richardson's role in these cases. The series is divided into four chronological subseries: Snake River Ranches, Keystone Ranch v. CNPPID, WSSC/NCWCD, and other projects. WSSC/NCWCD contains the largest volume of materials.

Subseries 2.1: Snake River Ranches. 1904-1983 and undated.
This subseries concerns Richardson's work as an expert witness for multiple ranches along the Snake River near Jackson Hole, Wyoming. In Wyoming Civil Case No. C79-113K, the U.S. government sued the ranches to reclaim accretion land along the river for the Bureau of Reclamation, asserting that the original surveyor had surveyed the wrong meander line and that the ranches were not entitled to accretion land when the river narrowed. The ranchers hired the firm Davis, Graham and Stubbs which contacted CSU engineering professor Edmund Schultz to form a team of expert witnesses. The team, including Richardson, spent several summers researching the meander line and testified in multiple cases, as well as for a Special Master. The ranchers eventually won all cases and claims to accretion land. Richardson's files include notes, correspondence, testimony, reports, and court findings. Richardson's arrangement was retained as found.

Subseries 2.2: Keystone Ranch v. CNPPID. 1948-1987 and undated.
This subseries contains documents accumulated by Richardson while serving as an expert witness for the Central Nebraska Public Power and Irrigation District (CNPPID) in the case Keystone Ranch v. CNPPID and NPPD v. Keith County (Case No. 6593). Eugene Feltz, owner of Keystone Ranch near Ogallala, Nebraska, sued CNPPID claiming water released from the dam had lowered the North Platte River bed and led to the death of cottonwood trees on his accretion land. Feltz won the case; CNPPID appealed. Richardson's files include notes, correspondence, depositions, and legal opinions. Richardson's arrangement was retained as found.

Subseries 2.3: WSSC/NCWCD. 1976-1991.
This subseries concerns Richardson's work as an expert witness for the Water Supply and Storage Company (WSSC) and the Northern Colorado Water Conservancy District (NCWCD) for the case U.S. v. Colorado (W-8439-76). The National Forest Service (NFS) filed claims to in-stream water rights on the Cache la Poudre River in the late 1980s. WSSC and NCWCD opposed the filing and hired Richardson to investigate and testify on the validity of NFS claims. The case went to trial January 8, 1998, in Water District Court 1, and the NFS claims were denied. Richardson's files include notes, correspondence, depositions, legal testimonies, and court decisions. Richardson's arrangement was retained as found.

This subseries consists of administrative materials and correspondence generated by Richardson during his time as a professor at CSU. A transcript of an oral history interview with Richardson in 1993, correspondence directed to Richardson at the Engineering Resource Center (ERC), Richardson's C.V. and celebrations of Richardson's achievements, and Hydrology Days materials comprise most of the subseries. Series 4: Printed materials, 1949-2011 and undated (10.25 linear feet)

This series is a sampling of published and unpublished materials Richardson wrote or collected. Generally, the materials cover Richardson's work on river channels and bridge scour. Many of the items are papers, articles, or reports; some are rare or hard-to-find publications. The series contains two subseries: materials by Richardson and materials by others. The subseries of materials by Richardson is much larger than the subseries for materials by others.

This subseries contains a significant portion of the written results of Richardson's career. Materials are primarily conference papers, professional reports, and published articles, but data, notes, and drafts are also present. Topics cover sedimentation, hydrology, stream stability, and bridge scour. Researchers should note two categories of speeches--"Egypt -- talks" and "River engineering talks"; these are slide presentations to classes, conferences, and community organizations. Many talks have a corresponding slide list; the slides from each talk were relocated to Subseries 5.3. Materials are arranged alphabetically by title in keeping with Richardson's original organization.

Series 5: Visual and audio materials, 1938-2012 and undated (6.25 linear feet)

This series contains slides, photographs, and other audio/visual media created or collected by Richardson with a focus on his research and interests in irrigation, river hydrology, and bridge scour around the world. This series is divided into four subseries: projects, photographs, slides, and media. "Projects" is the most voluminous of the four and contains multiple media types.

Subseries 5.1: Projects. 1949-2012 and undated.
This subseries holds compiled reports and visual media files. The majority of material comes from several of the international USAID projects in which Richardson was involved. Countries represented include Pakistan, East Pakistan/Bangladesh, Brazil, and Venezuela. Three other domestic projects are also included. One documents author James Michener's trip along the Grand Ditch, and the other two cover 1985 and 1987 U.S. Bureau of Reclamation Colorado River inspections. The last two presentations are biographical overviews of Richardson's personal and professional history. The compiled materials for each project are primarily photographs, slides, and CDs, but a significant amount of textual material accompanies these in the order given by Richardson to maintain a logical and coherent project narrative. All files but those concerning James Michener's trip include a slide inventory. CDs containing duplicate images of slides and photographs were relocated to Digital Media Boxes 1 and 2 in Box 18 where they are housed with the audio/visual materials in Subseries 5.4. This subseries is organized chronologically by project start date, with the exception of Richardson's biographical presentations, which are listed last.

Subseries 5.3: Slides. 1938-1997 and undated.
Slides in this series provide a visual representation of Richardson's research and personal interests. The majority were relocated from other series in the collection, especially from Series 1. Talks on river engineering and Egypt in Subseries 4.1 contributed large numbers of slides to this series. Attempts were made to match slides with scripts in each folder; extra slides without clear connections to the talks were rearranged and refoldered by subject. Several hundred slides are part of presentations for short courses Richardson taught for the Federal Highway Administration, "Highways in the River Environment" and "Stream Stability and Scour at Highway Bridges." Over 100 slides relating to the 1976 Big Thompson Flood may be of special interest. Slides are arranged alphabetically by category and folder title.

This subseries contains audio/visual items and is comprised primarily of CDs. Most CDs were originally located in the Federal Highway Administration files in Subseries 1.3 and contain video, PowerPoint presentations, and images Richardson used when teaching the short courses "Highways in the River Environment" and "Stream Stability and Scour at Highway Bridges." Multiple versions of the 1961 USGS film, "Flow in Alluvial Channels," which Richardson helped to produce are present. CDs are arranged alphabetically. Series 6: Professional service, 1963-2005 and undated (2.75 linear feet)

Richardson was a member of many professional organizations and served on several organizations' boards. Administrative files, correspondence, meeting minutes, and reports are the most common material types in this series. This series has two subseries: Fort Collins Water Board and Professional committees and conferences.

Richardson served on the Fort Collins Water Board from its inception in 1969 to 1984. Materials in this subseries were created and collected by Richardson during that time and include administrative files, correspondence, meeting minutes, and feasibility studies for dam sites along the Cache la Poudre River. Notable studies include those on the 1971-1972 Joe Wright Reservoir enlargement and the Cache la Poudre River Basin in the 1980s. Richardson's arrangement was retained as found.

Series 7: Personal items, 1943-2010 and undated (0.5 linear feet)

This series contains records of Richardson's military service and an award Richardson received for his professional services later in life. Bound photocopies of Richardson's letters to his mother and brother from Europe in World War II and the history of the 324th Infantry Regiment comprise the bulk of the series. Full page printouts of photos taken during Richardson's 2010 Honor Flight to Washington, D.C. are also present. The plaque was given to Richardson by the Fort Collins Water Board. This series is arranged alphabetically.
